Starting at approximately 4PM on December 31, the Roads and Transport Authority (RTA) begins a phased closure of roads around Downtown Dubai. By 6PM, Sheikh Mohammed bin Rashid Boulevard is closed. By 8PM, Financial Centre Road and most access points to Burj Khalifa and Dubai Mall are sealed off. By 10PM, the entire Downtown area is accessible only on foot. The critical implication: if your dinner reservation or party venue is inside the closure zone, you must arrive before the relevant roads close typically no later than 6PM for Burj Khalifa-area venues, 8PM for Business Bay venues.
